Salary Range: $103,690 - $159,286

Promotion Potential: PDS Grade 14.  If hired at the PDS Grade 13, incumbent may be promoted to the Grade 14 upon completion of one year of demonstrated outstanding performance at the next lower level with the approval/concurrence of the PDS Director.

Organization Description:

PDS Overview: The Public Defender Service for the District of Columbia (PDS) is a federally funded, independent organization governed by an eleven-member Board of Trustees.  PDS provides legal representation for indigent individuals who are charged with criminal offenses in the District of Columbia and face a loss of liberty.  PDS has approximately 200 employees, most of whom work at the main office at 633 Indiana Avenue, N.W., Washington, D.C.  PDS’s staff consists of approximately 100 attorneys and approximately 100 social workers, investigators, administrative, and technical staff.  PDS is funded by federal appropriations, and all employees are entitled to participate in certain federal benefits plans: health and life insurance, federal retirement, and Thrift Savings Plan. Transferring employees will receive recognition of creditable federal service for leave accrual and retirement purposes.

The PDS Information Technology Division is responsible for the planning, development and management of the information technology systems and subsystems that support PDS programs and management operations and for required standards, policies and procedures.  The Division assesses PDS technology requirements and analyzes potential return on technology investment for internal systems and for PDS interfaces with external systems and designs and administers system configuration and architecture including hardware and software, network operations, telecommunications, desktop systems, and system security. 

Employment at the Public Defender Service is at will and is not federal employment.

Essential Duties:

Major Duties: The incumbent of this position serves as Manager and Senior Engineer of the Local Area Network (LAN) and Wide Area Network (WAN), with responsibility for the planning, analysis, design, development, testing, quality assurance, configuration, installation, integration, maintenance and management of LAN/WAN systems used for the transmission of information and data.  The Network Engineer’s role is to ensure the stability and integrity of in-house voice, data, video, and wireless network services. This is achieved by planning, designing, and developing local area networks (LANs) and wide area networks (WANs) across the organization. In addition, the Network Engineer will participate with the installation, monitoring, maintenance, support, and optimization of all network hardware, software, and communication links. This individual will also analyze and resolve network hardware and software problems in a timely and accurate fashion, and provide end user training where required. This is a hands on technical position.


  1. Develops, maintains and manages the LAN for PDS and associated hardware, software and other network resources to support agency-wide information exchange and management involving a large number of internal and external users and to provide the full range of internal network services that respond to the agency’s mission and business requirements.   Analyzes issues such as remote access, rapid integration of new users and constant network availability.  Develops and implements related policies and technical documentation necessary for network operations.  Performs planning and development work related to network management and participates in Office planning, budget development and justification and related initiatives.


  2. Evaluates and defines requirements for hardware, software, and related products and services to support the LAN.  Develops cost estimates, conducting analyses such as cost benefit, total cost of ownership, potential return on investment, capacity studies, etc.  Prepares contract specifications and requests and performs pre-award technical functions.  Serves as the Contracting Officer’s Representative (COR), monitoring contractor performance against established requirements.  Assures that LAN management activities meet industry, federal and PDS standards and comply with relevant law and regulations.  Prepares reports on LAN operation for internal and external use.


  3. Oversees the testing, certification and installation of new hardware and software for the LAN.  Prepares install/upgrade schedules to accomplish upgrades and changes with minimal disruption to operations and with minimal downtime.  Works with staff during and following installation of new equipment or software, resolving localized and systemic problems.  Oversees and manages PDS Internet and Intranet IIS Web Servers.  Ensures maximum uptime and access.  Regulates security via certificates, HTTPS, NT Challenge/Response. Produces reports to monitor web traffic.  Manages PDS database servers including SQL Server databases for Enterprise Case Management System and Enterprise Financial and Human Resources Systems as well as Internet and Extranet SQL Server databases.


  4. Develops plans and strategies for continuous security and backup for the LAN. Applies the latest developments and trends in security technology, identifies potential violations, conducts risk and vulnerability assessments, and ensures that appropriate security procedures are implemented prior to deployment of new systems. Conducts regular and special systems security evaluations, audits and reviews; documenting findings and recommending corrective actions to ensure information systems reliability and to prevent and defend against unauthorized access to systems, networks, and data. Develops instructional material for systems security and conducts security training, as required.  Responsible for recommending and installing new backup system for the LAN.


  5. Develops procedures and specifications for and conducts inventory management of LAN hardware, software and related products.  Assures adherence to federal and PDS requirements for control and reporting of inventory.


  6. Provides technical guidance and training to agency staff in the use of the LAN and related areas.  Oversees the helpdesk function, assuring that assistance is prompt and responsive and that recurring end user problems are identified and resolved.


  7. Serves as team leader for assigned projects; making work assignments to team members; establishing milestones and target dates; obtaining resources needed for team projects; providing advice on work methods and problem solving; identifying training needs for team members; and monitoring and reporting on status of work and individual and collective accomplishments.  Keeps the CIO informed of performance management issues, recommending personnel actions as appropriate.


  8. Collaborate with executive management and department leaders to assess near- and long-term network capacity needs.


  9. Create and maintain documentation as it relates to network configuration, network mapping, processes, and service records.


  10. Develop, implement and maintain policies, procedures, and associated training plans for network administration, usage, and disaster recovery.


  11. Conduct research on network products, services, protocols, and standards to remain abreast of developments in the networking industry.


  12. Monitor network performance and troubleshoot problem areas as needed.


  13. Oversee installation, configuration, maintenance, and troubleshooting of end user workstation hardware, software, and peripheral devices.


  14. Manage servers, including database, e-mail, print, and backup servers and their associated operating systems and software.


  15. Practice network asset management, including maintenance of network component inventory and related documentation and technical specifications information.


  16. Monitor and test network performance and provide network performance statistics and reports.


  17. Participate in managing all network security solutions.


  18. Perform server and security audits, and system backups and recovery.


  19. Manage and/or provide guidance to junior members of the team.


  20. Performs other duties as assigned.
Required Qualifications:

Qualification Requirements:             

Bachelor’s degree or higher from an accredited university in computer science or electrical engineering and/or 10 years equivalent work experience.

Preferred Qualifications:

Highly Desirable Qualifications:  Additionally, the following knowledge, skills, and abilities and/or experiences are deemed highly desirable and strongly preferred:

Microsoft Active Directory

  • At least 10 years of experience administering Microsoft Active Directory (DNS,

    Group Policy, Exchange, etc.);

  • At least 10 years of experience with on premise Microsoft Exchange;

VM Ware

  • At least 5 years of experience with VMWare including experience with upgrades, maintenance and management within the past two years;

 Storage Area Networks

  • At least 5 years of experience with Storage Area Networks, including San and/or NetApp.

Microsoft Cloud

  • At least 5 years of experience with Asure Active Directory;

Cisco Technologies

  • At least 5 years of experience with Cisco Technologies which must include routing and switching;
  • Certifications in CCNA, CCIP, CCA, and CCIE are highly desirable;


  • At least 5 years of experience with FISMA, 800-53 or 800-171; 
  • Certifications such as CISSP, Security +, CEH, SSCP, GSEC are also highly desirable;
