PDS Overview: The Public Defender Service (PDS) is a federally funded, independent organization governed by an eleven-member Board of Trustees. PDS provides legal representation to adults and children who are facing a loss of liberty but who cannot afford an attorney. The PDS staff consists of approximately 275 attorneys, social workers, investigative specialists, administrative, and technical employees who collaborate to advance the mission of the organization. By statue, PDS employees are entitled to participate in federal health insurance, life insurance and retirement plans, to include the Thrift Savings Plan. Employees with prior tenure at federal agencies will receive recognition of creditable federal service for leave accrual and retirement purposes.

Division Overview:
Position Description:
The incumbent serves as Human Resources Generalist providing a wide range of HR management and advisory services to the executives and staff members in assigned organizational elements of PDS. The incumbent supports and assists the Chief Human Resources Officer (CHRO) with administering and delivering a broad range of services to support the OHR mission, including but not limited to talent acquisition, classification, performance management, compensation, employee relations, OHR analytics, employee development, employee experience, wellness and benefits programs
Major Duties:
• Talent Acquisition and Management
o Utilizes an onboarding and/or automated web-based application systems (e.g. USA Staffing, Workforce Transformation Tracking System/Entry on Duty System (WTTS), Federal Personnel and Payroll System (FPPS), Oracle Business Intelligence Enterprise (OBIEE), etc.) to post vacancy announcements, perform qualifications review, rank applicants, develop selection criteria, process personnel actions, assure appropriate documents and forms are completed prior to entrance on duty; and to produce and maintain other OHR data, records, and reports.
o Assists managers with decisions on advertising vacancies. Provide guidance to managers in developing evaluation for job analysis to include developing questions and defining specialized experience.
o Respond to applicant inquiries about hiring process, eligibility and qualifications. Finalize selections, including notifications to candidates and applicants; draft offer letters for Director’s signature.
o Assist applicant with onboarding process including new hire appointment forms. Participates in onboarding orientation. Creates new employee profiles in ASPS and FPPS. Coordinates with the Information Technology, Administrative Services, and Office of Budget and Finance to ensure efficiency of onboarding experience.
o Serves as the primary focal point and Internship Coordinator for the Criminal Law Internship Program (CLIP).
The incumbent is responsible for managing the employee and program life cycles from start to finish including program outreach activities, recruitment, application processing, budget analysis, on boarding, time and attendance, data management, training and development, statistical reporting, travel logistics coordination, employee engagement, program development and enhancement, retention and offboarding.
The incumbent provides oversight to the program and collaborates with the Chief, Investigations Division in the development and implementation of comprehensive plans and strategies for the effective management and operations of all matters related to the administration of the program and transactions processing, including serving as the primary point of contact for information dissemination, organizing recruitment events, preparing and distributing recruiting materials, coordinating on-site school recruitment, interview dates, scheduling job and career fair representation.
Manages and maintains all program data, including recruiting files, intern files, and applicant tracking system. Compiles data and generates statistical reports, and cost analysis forecasts.
Serves as logistical coordinator for all CLIP intern activities including preparing intern work schedules, brown bag luncheons with division heads, scheduling IPG classes and other activities.
Serves as primary contact for all time and attendance matters of Criminal Law Intern Program (CLIP) interns and works with HR staff to resolve any payroll issues. Coordinates with HR staff and assists with the new hire appointments.
Provides accurate and timely advice to the CHRO and Chief of Investigations on procedures, reports, requirements, and other matters necessary to implement administrative policies, directives, and instructions. Develops and recommends improvements to enhance effectiveness, efficiency, and productivity of the program.
Collaborates with the Special Projects Manager on updates pertaining to the Internship Program for the PDS website on the PDSDC intranet and reviews site for needed informational updates. Assists with the creation and production of digital media - and mixed media-related document requests from the Internship Program for promotional material, to include generating and managing Internship content for PDS Social Media programs
• Classification and Position Management
o Assists with administering the PDS position classification program. Works with and advises management officials on establishing new positions and revising existing positions. Conducts desk audits, as appropriate. Evaluates positions against established standards and guides to determine the appropriate classification for each position reviewed. Provides information, advice, and assistance to managers and supervisors on all aspects of the position classification system. Classify a full range of position descriptions at all grade levels.
o Assists supervisors and managers in establishing an effective and efficient sound position structure in the divisions they lead and manage. Resolve disparities between employee and manager regarding the accuracy of the position description.
o Reconciles position numbers in FPPS and ASPS. Generates reports for use in determining vacancies within divisions of the organization.
• Performance Management
o Identifies and tracks anticipated personnel actions such as promotions, within-grade increases, actions with not-to-exceed dates, etc. Prompts required supervisory approvals and requests or initiates personnel actions to ensure timely processing for appropriate effective dates. Initiates and/or reviews personnel actions (SF-52s) in FPPS.
o Serves as coordinator for the employee recognition awards program. Reviews justifications for adequacy and conformance to established regulations and policies. Provides guidance on award criteria and policies and obtain necessary approvals by the appropriate officials. Arranges logistics for awards ceremonies.
o Provides oversight of the performance management data system for all employees. Develops and issues guidance on performance management policies to executives and managers. Provides training and counseling to executives and managers in developing performance plans, understanding the performance management process, and navigating installed performance management reporting systems.
o Ensures that employee performance plans and performance appraisals are created or, revised, and are submitted timely by executives and managers according to established policies, are accurate, adhere to established organization performance management policies, and are in alignment with established position descriptions.
o Creates tracking systems to ensure submission of awards, performance plans, and performance appraisals are within established target metrics. Develops and provides the CHRO, executives and managers with statistical reports to track timeliness of submission.
o Develops and provides briefings to new employees. Develops, creates, and delivers presentations to managerial staff.
o Processes awards in FPPS and uploads award justifications and appraisals into employees’ eOPF.
• Compensation
o Serves as an organization resource on issues involving the PDS Attorney and Non-Attorney pay systems. Consults with managers and supervisors on a wide range of compensation issues including current and previous pay setting practices. Interprets and applies organization compensation rules and regulations. Resolves or recommends resolutions to pay setting discrepancies.
o Performs reconciliations of employee payroll records based within timelines as established by the CHRO and applicable HR policies. Reviews actions affecting employee status, particularly pay, to identify and resolve discrepancies. Highlights errors found and initiates corrective action as needed.
o Researches and resolves compensation issues involving employee pay and benefits. Coordinates corrective action(s) with CHRO, DOI payroll, Office of Budget and Finance and benefits contacts.
o Serves as the administrator of the PDS time and attendance program. Advises managers and timekeepers on compensation, pay and, leave administration. Develops standard operating procedures, payroll forms, and conduct formal and informal training for staff on the automated QuickTime timekeeping system.
o Designates timekeepers and certifiers in QuickTime. Ensures that timecards are validated and certified by established biweekly deadlines. Creates and disseminates guidance and provides individual and group training to timekeepers and certifiers on timekeeping rules and regulations and QuickTime system utilization. Notifies timekeepers and certifiers with QuickTime reporting deadlines and disseminates organization wide broadcast emails on new time and attendance and/or compensation guidance.
o Serves as the primary point of contact for the Voluntary Leave Transfer Program (VLTP). Collaborates with CHRO or designee on reviewing and approval of program participation and provides guidance and counseling to employees on laws and regulations governing VLTP. Provides employees with required forms, and processes leave donations in FPPS.
o Forwards court-ordered garnishments after appropriate legal and/or administrative review to DOI Business Center Payroll Office. Provide employee notice of court-ordered garnishments (i.e., child support, bankruptcies, commercial garnishments, education loans, alimony and tax levies). Collaborates with the Budget and Finance Office in arranging for employee repayment of debts. Notifies employees of any payroll related debts.
• Employee Relations
o Provides guidance, consultation, advice and assistance to managerial staff on all aspects of employee relations including adverse and disciplinary actions, performance-based actions, administrative grievances, conduct, attendance, workplace harassment and dispute resolution.
o The incumbent works to promote a positive work culture and foster strong relationships between employees, managers, and supervisors.
o Provides management and supervisor consultation and operational guidance on issues related to employee relations to include equal employment opportunity, fairness and consistency in the treatment of employees, effective communications between management and employees, documentation of employment actions, recordkeeping as required by law and practice, complaint resolution processes, managerial and employee training.
o Researches policies, guidance, and regulations and drafts decision letters to propose course(s) of action to resolve problems based on knowledge and interpretation of organization policies, Federal regulations, judgment and experience.
o Provides technical advice and policy guidance to employees concerning their responsibilities and rights under the various avenues of dispute resolution, including grievance procedures, the Equal Employment Opportunity (EEO) complaints system, etc.
o Processes adverse actions in FPPS and maintains all correspondence pertaining to disciplinary actions, administrative grievances, workplace harassment and dispute resolution in accordance with PDS and OHR policies.
o Provides employees and managers with technical advice on regulations governing reasonable accommodations. Orders ergonomic work studies on behalf of employees. Coordinates with the appropriate staff member(s) in the acquisition of recommended equipment to aid the employee, submits reports to the CHRO and other designated staff member and follows up with employee annually to determine if there are any changes to requested accommodation(s) in accordance with established PDS policies.
• Human Resources Analytics
o Creates statistical reports using OAS DataMart, ASPS or other available databases for use in EEO studies, employee tenure analysis, WIGI projections, transaction reports and employee rosters or other reports as deemed necessary by the CHRO.
o The incumbent independently tracks and follows up on project deadlines and performs a variety of duties including administrative, and technical assistance with generating, implementing, coordinating and evaluating OHR programs and processes.
• Training and Development
o Develops, administers, and evaluates programs designed to develop employees and manage learning. Recommends training for staff on various benefits and financial literacy programs; secures presenters, coordinates training sessions, and tracks attendance. Promotes retirement financial literacy training subjects as CSRS, FERS, financial planning, personal budgeting, estate planning, retirement gaps, mortgage financing, etc. Researches federal and private sources to support the financial literacy and training programs.
o Plans health and wellness programs, open season health fairs, for all employees. Coordinates with FOH and FEHB account representatives to secure health and wellness program events and speakers. Responsible for event logistics including all communications to FOH, FEHB account representatives, and employees.
o Makes recommendations for individual employee training and provides guidance to managers in support of supervisors who are undergoing Employee Relations issues with subordinates. Assists supervisors with identifying employee training needs, researches and makes suggestions on training options.
• Employee Benefits and Wellness Programs
o Provides comprehensive guidance and assistance to management and employees in the administration of and interpretation of laws and regulations governing federal retirement and benefits programs including Federal Employee Health Benefits (FEHB), Federal Employees Group Life Insurance (FEGLI), Thrift Savings Program (TSP), FERS and CSRS Retirement Programs, and OWCP programs. Provides comprehensive counseling to all PDS employees and beneficiaries on all federal benefits programs, including employee disability as well as survivor benefits program coverage options. Counsels survivors on death benefits, assists survivors with completing claims forms, and coordinates the processing of death personnel actions with DOI benefits and payroll offices, OFEGLI and OPM.
o Reviews, interprets, and distributes informative material from the Office of Personnel Management (OPM) on new, changed, and pending policy changes for employees that impact existing benefits program entitlements. Researches and keeps abreast of changes in legislation and regulations that may impact employees’ retirement and benefits. Uses ingenuity and resourcefulness to develop communications plans to inform management and employees of legislative and regulatory changes.
o Prepares communications to announce Open Season, including changes to benefits, enrollment options, and effective dates. Organizes Open Season and Wellness Fairs for staff. Participates in new employee orientations and conducts exit interviews. Prepares SF 75 information for transferring employees. Reviews and processes benefits forms in FPPS and uploads into employees’ eOPF.
o Provides comprehensive retirement counseling and advisory services to all employees including counseling on retirement readiness, retirement application process, Social Security, Medicare, and TSP. Researches employees’ service history, prepares annuity estimates, reviews and processes retirement applications, and advises employees on all facets of TSP withdrawal options. Incumbent reviews employees’ eOPF, identifies any retirement coverage errors, makes determination on cases that qualify for relief under the Federal Erroneous Retirement Coverage Corrections Act (FERCCA) and coordinates with DOI Business Center benefits and payroll offices and the Office of Budget and Finance to ensure errors are corrected. Processes personnel actions to correct all benefits and retirement coverage errors in FPPS. Incumbent performs corrections in accordance to all OPM guidance on treatment of administrative errors and FERCCA cases.
o Manages and monitors Office of Worker’s Compensation (OWCP) Program and assists employees and managers with filing OWCP CA-1 and CA-2 forms in eCOMP. Counsels and provides guidance to employees and managers on program process and requirements, and provides guidance throughout the lifecycle of the claims process from initial filing to Department of Labor (DOL) decision and the appeals process, if applicable. Serves as the liaison between PDS and the DOL OWCP on the day-to-day processing of claims, including coordinating with DOL, medical professionals, and supervisors to ensure all required documentation has been provided to DOL. Reviews and manages long-term cases involving salary compensation and medical benefits. Monitors and reports changes in case activity to DOL such as employment, retirement, fraudulent activity, and/or death, upon discovery.
o Advances organization-wide initiatives on Work Life Services and Employee Experience Programs (Telework, Employee Assistance Program, Health and Wellness, New Employee Orientation, Work Life Services, etc.). Coordinates with representatives of the Federal Occupational Health to ensure appropriate EAP and other offered services are available to all PDS employees.
o The incumbent reviews for accuracy all Inter-Organization Agreements and Statements of Work as it relates to benefits programs (FOH/EAP) and systems (i.e., GRB) and acts as organization point of contact for payment requests.
o Audits employees’ eOPF and analyzes information to establish creditable service, calculates service computation dates for leave and retirement, and updates service computation dates in FPPS. Advises employees on the buyback of creditable time for retirement. Provides technical expertise on complex retirement coverage issues, determines correct retirement coverage code and contributions, provides estimates for civilian and military deposits, redeposits, and survivor benefits. The incumbent also assists employees with completing and submitting deposit forms to OPM.
The incumbent also performs other related duties to support the OHR office and mission including verifying employment, processing direct deposit, and tax forms, completes character and fitness forms for bar requests, student loan forgiveness program employment forms, etc. and backing up other HR employees.
Required Qualifications:
• Interpreting and applying human resources laws, regulations, principles, practices, policies, methods, and techniques related to strategic human capital management and competency modeling.
• Specialized experience, knowledge, and skill in applying federal laws, regulations, and practices governing federal position classification.
• Proven ability to establish and maintain professional working relationships with individuals and organizations across the agency and with external relevant organizations.
• Demonstrated excellence in both verbal and written communication.
• Experience with user access management (adding, removing, modifying) in FPPS, OBIEE, QuickTime, and WTTS information systems.
• Demonstrated ability to provide comprehensive advice and counsel on all aspects of assigned human resources programs and operations to executives, managers, and employees.

- A graduate, post-graduate, or professional degree in human resources, business administration, management, or a similar field from an accredited educational institution.
- At least two years of specialized experience with complex federal laws pertaining to federal position classification.
- At least two years of specialized experience in administering federal employee benefits.
- At least three years of specialized experience addressing and working with equal employment opportunity matters.
- Exceptional verbal and written communication skills.
- High level of organizational skills and attention to detail.
